My little Ollie has these white dots in his fur... any idea what they are or where they?re from?

If they're stuck to his fur and you have to slide them off the end of the hair, they're lice nits.
If they're loose and come off if you just ruffle your hand through the fur, it's dry skin or dandruff.
Figure out which it is and post back here. We'll go from there.

I have to remove them by pulling them off of the hair, they don?t just fall out.

Lice. Those are nits, and they've been there awhile. They get stuck to the hair shaft very close to the body, and you can tell roughly how long they're been there by how far away from the body.
