Behavior Guinea pig cant reach his hay?

i'm not sure if this is the correct place to post this but we just got two new guinea pigs, Oreo and Beavis. They have been doing great and adjusting to their surroundings very quickly. I have a Living world extra large cage, so it has a ramp to reach the food, water and hay. I've seen Oreo use it often and he eats and drinks a lot. But Beavis doesn't. I don't know if he can't get up there or what but i haven't seen him try. It's concerning me and i don't really know what to do. Should i get a new hay manger and food bowl or something? Beavis has not displayed any signs of sickness either. He still runs around and if i put some hay near him on the ground he will eat it.

Put it on the floor of the cage

Put the hay on the level he's comfortable with until he learns to use the ramp.

I read that those ramps are too steep you should probably move everything on the first level till they grow up if he's a baby
