I am of the firm belief of having my GP's on the floor, on a flat-surface cage. My husband always had his in a multi-level used for rats and such. Is there a discernible difference in care?

They don't nessessary need the cage to be on the floor. As long as the cage is large flat space, it could be on top of a table.
