Cleaning Hay Monster cleanup

Java is such a fiend with hay. When I clean his cage, a lot of it is soiled hay that he pulled out of his hay ball but didn't eat or he chewed a bit but not the rest or whatever. How can I reduce how much hay is wasted?

You can't. The first law of guinea pigs is to hunt carefully for the ONE piece of hay that you want to eat, then pull 49 more down to pee and poop on them.
