Group questions.

Hello! I have some questions about groups. First, I was wondering, can anyone make a group? Secondly, I was wondering if there could be a new group leader for the Teen Owners group- the current leader hasn't been online since 2012, and we have had no discussions.

I found out that you can make a new group! Yet, can I choose a picture that was not taken by me? For example, a picture from the web? I don't want to go against any rules here. Thanks!
