I would still go to the vet, just to be on the safe side. Guinea pigs are very adept at hiding Illness and in my honest opinion almost daily sneezing is not normal.
Obviously not knowing what the previous owner could have used makes it hard to comment definatively but over here the usual weed and feed lawn treatments state six - eight weeks. Not that I use them anymore, my guys love dandelions and plantain.
All piggies have differing personalities I have some pairs who need two of everything and others that are great at sharing, the main thing I usually double up on is hidey holes or igloos.
I'm sure if they meet their veggie quota in one large meal all will be fine, I know some people who do this anyway, Just so long as they have their water, pellets and ample hay to keep them going between visits.
In order to get them to use the upper level, have you considered placing the veggies up there, Thats how I've always coaxed reluctant pigs to use a ramp.
I would be inclined to just let them be, It can take days or more for pigs to settle into a new environment and get used to new cage mates, so long as she has a hidey to retreat to and noone is being threatened or hurt things should be fine.
You should always try to pick them up from the front rather than grabbing them from above - being prey animals this is terrifying for them, just keep at it be patient and also calm around them and in time they'll be happy to come out for a cuddle.
Sorry I'm not familiar with pedialyte, and would never offer juice of any kind indefinately - pure cranberry can be ok for pigs with a UTI. Short of syringing like you already are the only thing I can suggest to up fluid intake is extra cucumber or rinsing veg and leaving them nice and wet.
