The black tubes are drain pipe. (I think they are used for sewer lines?) They have worked out really well. My only complaint is that I should have put them on the outside of the cage. Next time I redesign, I will.
I would suggest that you draw it all out on paper. It depends on whether or not you need a cover, how much space you have, your own height (it's very hard for my children to reach and clean the upper levels), etc. I love designing, and redesigning, our C&C cage, but I always do it on paper...
If you check out the home page on this site, they give you the dimensions for all the sizes. It depends on whether or not you use ties or the black connectors. Also, when you see 2 x 4 for a C&C that means 2 grids x 4 grids (not 2' x 4'). So you dimensions will be in grids, not in feet.

You do not need elastic. If you cut the fleece a little small, and on the bias (the stretchy way), the cage liners end up much like fitted sheets. Don't be scared away by the directions- these are pretty simple to make.
Thanks for the compliment :) We have 2 piggies- both young males. It's a 2x3 2-level right now. It is constantly changing, though. Yes, it's a drain pipe but I cut the top to make it lie below the first level. It took up too much room when I left it whole.
