Is a 4 by 5 c&c cage enough room for 7 Guinea pigs?

If you put three on one side and four on the other, yes. If you put six on one side and one on the other, no.

what if i took the divider down?

Yes the cage should be large enough for 7 all together if you took the divider down. Provided of course they all get along after proper introductions, and they are either all sows or 1 altered boar and 6 sows.
