It COULD be the start of a fungal infection. I don't see any dried skin attached to the shaft, but it might not be a bad idea to keep an eye on him. Excessive scratching would be a good thing to start watching for.
See https://www.guinealynx.info/fungus.html. There are some suggestions for fungal shampoos on there. Bathe him every couple of days with the shampoo, letting it stay him for five or so minutes each time. Just be sure to rinse him well.
