I want to buy a wire shelf for my guinea pigs 2x3 cage so I have a stable lid in case my cat jumps on it. Would a 4 ft by 16 inch work? I would buy 2 of those instead of buying a large one and having it cut. Would it be too much hanging off?

Grids are 14 inches, so your 2x3 is 28x42 inches. Closetmaid shelving comes in 6, 9, 12, 16. and 20 inch depths, and in a variety of lengths.
You could use a 20 and a 9 with a one inch overhang, or a 16 and a 12 with no overhang, or 2 12s and a 6 for a 2 inch overhang. You'll just have to decide which you'd rather have.
None of it comes in 42 inch lengths, so you're going to have to cut something. The larger pieces are cheaper per foot than the smaller ones. Most places have wire cutters hanging where the shelving is, so you can cut it to the length you want. Probably the smallest piece you could get is 48 inches, then they go up in 2 foot increments up to at least 16 feet.
Just leave at least an inch at each end so the lid isn't liable to fall into the cage.
And be aware that not every store will carry every depth and every length -- you'll have to shop around.
