General sad pet store conditions

i was in a local pet store with freinds and saw this what can i do or should i do?

First I would take the poor conditions to the manager. Point out any soiled bedding, the dirty water bowl, that fact that there's no hay or pellets (that I can see in the picture) and INSIST it be taken care of immediately.

If the manager fails to comply or does a substandard job of cleaning up I would report it to the proper, local authority.
