Hiding Pigs Still Scared?

Ok so I have had my girls for almost three months now and they still run at the mere sight of anyone. I have an open cage so whenever I pass by I just pet them for a sec or so (or at least that is my attempt) this way they know I won't hurt them. The kids only have them on their laps when I am around to sit there with them/ They are super calm when we hold them, and by that I mean paralysed, they don't move a muscle when we hold them except to eat something we give them. We sit outside with them almost everyday where they can graze on the grass and run a bit (never happens they just sit where we out them) I am really at a loss, I have never had gp's act this way, especiallyl not for this long, I would think they would be acclimated by now. Any ideas out there? they break my heart being so skiddish. I even went so far as to take them to the vet...twice because I thougth maybe thye were in pain or something not wanting to be picked up then not moving when we held them, but let them be on their own and they make the whole cage shake doing laps in it.

It's not going to be an over night thing. Some guinea pigs just naturally love human attention, and some will always be afraid of you no matter what you do, it all pans down to their personalities and the fact that they are prey animals, therefore their instinct is to run away from everything. One of my pigs named Fus would let me pet her in the cage the first day I got her. However my pig Godric has never let me and I have had her for over a year now, and she shows no signs of ever wanting to let me pet her in the cage. It even took me about a year to just get her to sit in my lap and eat, however Fus had no problems laying down on my lap and sleeping the first day. It's all about personalities.

Also thought I would mention that you shouldn't bring your guinea pigs outside unless they are in an area they can't get out of like a play pen. Guinea pigs can run quite fast when scared, and you don't want to end up losing one in the woods, it's just much better safe than sorry.
