Bonding Patience? Ideas?

We adopted our two rescue baby girls on Dec. 27. They are now three months old. They were not socialized at all when we brought them home and we have been gently and gradually trying to show them that we are not a threat when we try to scratch their heads or pick them up/handle them.

They live in a 2 x 4 C&C cage with a 1 x 2 loft kitchen. They have hiding places and lots of running room.

One of the girls is calmer and less frightened than the other. She is making slow but steady progress. The more frightened of the two will actually wheek wheek wheek when we try to scratch her head and/or pick her up, as though afraid of a predator. She is frantic to hide anywhere she can. These girls have been with us much longer now than they were at the rescue, they get plenty of food and veggies and hay and chewies for their teeth. All physical needs are met. Clearly one of them will take much longer than the other to calm down.

Am I being impatient? I really thought because they were so young when we got them, that we would see much more calm and accepting behavior by now. Are there any other suggestions for us? Thanks much!
