Paper bags?

I tried using paper bags stuffed with Hay for my piggie's floor rime, and he enjoyed the noise it made when he stepped on it, he'd start popcorning and squeaking at it, like he and the paper bag were talking, but I was wondering if they are safe to eat, because he actually stopped eating the hay and started eating the bag.

as long as the bag isnt coated with any material (like wax) a little should be okay. but if he continues to eat a lot, then i would take it away.
