Is it a good idea to premanently keep my piggies outside?
 
No, it isn't. Outdoors you'll have to worry about the elements, obviously. Guinea pigs do best in a set temperature range. Also, you'll have to worry about predators, some of which are rather adept at getting into enclosures. In addition, insects and other critters such as snakes can be a big concern.

They are far safer, and will be much happier indoors.
