Liners Liners and Fleece Burrowing

We are making a larger cage and are going to use cage liners instead of plain fleece, a question that has come up with my family is what if the pigs get under the liner. Is this possible and how could it be prevented?

If your fleece liner is sewed together with your absorbent layer material then you could sew velcrow to the bottom of the liner and glue the other part of the the velcrow to your chloroplast tray.
