I recently got a new guinea pig. I was assured it was a male (I think only a few months old). So we brought him home and showed my other male guinea pig. They sniffed each others cheecks (which I told my mom was good). We now have them in the same cage and the guinea pig I had longer is "rumbling" and moving his head from side to side. I need to know if this is a sign of dominance or if my new guinea pig is really a "she" and not a "he".

That's normal introduction/ dominance behaviour, but if you're not 100% sure about the sex, separate them until you are. This page should help https://www.cavyspirit.com/sexing.htm, or it might mean taking them to the vet (get him/ them a general check up while you're there) or asking someone who is more experienced with sexing guinea pigs.

Its just that not everyone reads stuff at the bottom of the page. I wasent trying to be rude. I made a mistake, cavy chat not general. Oops, sorry. I'm only 16 so I dont really know what your age has to do with anything.
