I am getting a new c and c cage and was wondering if you need to add fleece or not.

I don't understand exactly what you mean but in terms of either leaving the cage bare or putting some fleece in it then yes, you would need to put some sort of bedding there so that they are not pooping on the hard floor. But don't forget you need an absorbent layer underneath like towels or wood pellets.
Here is an article all about fleece https://www.guineapigcages.com/forum/threads/21568-The-Fleece-Project-The-Study

Fleece is probably one of the best bedding choices for guinea pigs. It's soft on piggy feet, dust free and keeps their environment nice and dry as urine will go through the fleece onto an absorbent layer below (such as puppy pee pads, towels ect).

Some other safe bedding options include kiln-dried pine, 100% wood pellets or carefresh.
You will need some kind of bedding/absorbent layer on top of the coroplast, fleece is probably your best option.

You don't have to use fleece if you don't want to. Other types of bedding (carefresh, shavings, wood or paper pellets, etc) will work fine. You just can't leave the cage with no bedding.
