Bedding for the Litter Box

I use pine shavings in my guinea pig's litter box and she makes a mess with it. Then when I go to shake the fleece off the shavings stick to it. Does anyone know what kind of inexpenisve bedding does not stick to fleece? Thanks

I wrap the shaving up in newspaper, like a bedding burrito.

Carefresh might not stick to the fleece as much.

Carefresh or Critter Care. I use critter care and it comes off fleece pretty easy.
