There is a women trying to get rid of 3 baby guinea pigs, they were born on May 1st. She is not giving the mother away (I don't know if the mother made it through the birth)

How would someone hand rear the babies?
What kind of extra care do they need that young?

I do not want them to become snake food because they are going for a very low rehoming price.

They should be eating hay, pellets and veggies on their own by now (if she was giving veggies).

They do need to be with a female adult to show them the ropes for the next couple of weeks. There is nothing really special to do. If they aren't eating they would need handfed with Critical Care but that's about it.

First, find out about mom. You may find that she is breeder. If not a breeder and mom is still alive see if you can work out something so that babies an mom can stay together another two weeks.
If that is not possible then you will want to have an adult piggie (female or male) to put the babies with for the next two weeks. The adult will give the babies comfort, a sense of safety as well as teach them about what foods to eat and how to behave. The babies will need alfalfa based pellets or alfalfa hay added with their grass hay. Or there are some calcium rich veggies that can be a part or their diet.(refer to the nutrition chart.)
If they are not eating well at first, you can supplement by hand feeding Critical Care.
