No, shes not a baby, but she isn't fully grown.

It might be genetic, because we don't know where her mother OR father came from. I don't think its neurological because she is behaving in her normal way shes still skittish, but she can't scamper away because she can't move her legs, its just weird that it just developed.

I originally had a ramp in my c&c cage, they loved it. I think they liked observing the whole cage from a higher level. I think a ramp would be a great idea. My guinea pigs had a habit of jumping off of it, which is fine, as long as it is not too high, I think.
