Yes, you can hand wash it. I find a bit funny that some people don't want to wash it because of the pee. I'm sure she has at least washed underwear from when you were a little kid that had urine on it.

If your pigs like green hay better, definitely get 3rd cut hay. It is very soft, fresh and green. The 2nd cut is still good, but will have more harder pieces.

The actual cage is safe (just a bit too small) but the grids for the top cage have holes too big (the bottom grids look okay). When they are that big a pigs head can get stuck. Your grids are 5 holes across, you need them to be 9 holes across.
