It doesn't look like a millipede to me. I think it looks like an inchworm. I have some tiny baby millipedes and they don't look like that.

I have a 2in lip on my pigs litter pans. I use stove pellets with hay on top. A bit of the pellets get on the fleece once they break down but only right outside the litter pan. Hay does get on the fleece but its easy to clean up.

Yeah, that would work. I used pieces of solid wood to cover up the plywood edges and used a router to make the edges flush but it wouldn't be necessary. You will want to sand it down but power sanders are cheap.
