"Generally" means the usual cage size in inches that will make up the size under "Minimum." There are other ways to multiply inches to get to the "Minimum" size, but the one given is what's usually used.

For instance, I can make a 13 square foot cage that is 13 feet long and 1 foot wide, but that's not how it's usually done. Usually it's 2.5 feet (30 inches) by 6.33 feet (76 inches).
