There's your problem, I've found fleece doesn't work well in small cages, I would change back to aspen.

I have a smallish cage and I am happy with my fleece. I have a layer of towel and newspapers under my fleece..That way I compost the newpaper/ hay/ and poops and wash the fleece in hot water with baking soda and vinegar.

But their cage is smaller then the minimum (theirs is 5 square feet, minimum even for one is 7.5 square feet) and there is two pigs in the cage, I can't see fleece as a very good idea in this case. Too small and too many pigs for the one tiny cage.

    Re: new fleece user

It may help to have a kitchen area. My cage is a 2x3 C&C cage with 2 females. I have a 1x2 loft that holds their hay and pellets and they do most of their pooping and peeing up there while they munch on the hay. I have Carefresh in that part and I change it in the middle of the week. Also for the fleece part I use 2 layers of u-haul pads. They are inexpensive and 1 pack made 2 pads that were plenty big enough for my cage. I had a ton left over so I made smaller pads to put under their sleeping area that I can take out if they get smelly mid-week
A bigger cage will most likely help though. If I had the space, I'd build a 2x5 with a kitchen/loft.

Yeah, I'd agree. The cage being too small will not help the smell, especially with 2 piggies! Since you are buying a C&C soon, maybe stick with aspen shavings until it arrives. You could try a new liner - U-Haul pads, mattress pads and puppy training pads are all said to work well!

I agree with @porkchophamster - a kitchen area would help keep things clean if you use the aspen bedding in that area, or a more often washed fleece.
