So I got my fleece liners wicked. I soaked them in water and vinegar for about an hour before washing them, and I also bought Arm & Hammer Free and Clear liquid detergent to wash them in. At first they slightly smelled like a bit of vinegar/bit of detergent, but it wasn't too worrisome. Now, about twenty-four hours since they were washed and dried, they definitely smell like laundry detergent. It's not as strong as it was in previous washings, but should I be concerned? I know piggies have sensitive respiratory systems, and I don't want them to be breathing in something harmful.

Perhaps the A&H isn't truly "free-and-clear"? I wash my liners with All Free-and-Clear, and then run a short cycle (rinse & spin) where I add vinegar to the newly washed items. That is about the only way I can remove any smells from the liners.
