The picture is pretty self explanatory. But the material that is sticking out is "Kaytee sweet dreams nesting material". I am unsure whether too contact a my vet about it or wait a day or so. I'm really worried.

Guinea pigs should not be given nesting materials, and you can see why. I guess, if he were mine I would be finding an emergency exotics specialist. Maybe someone else had a different suggestion, but if he has nesting material stuck in his digestive tract it could be deadly.

Well the thing is after closer examination, it doesn't appear to be in his anus, but rather his actual genitalia. I know that boars like too rub their bum on the ground upon entering a hidey in order so it can smell like "home", scent marking if you will. I'm suspecting that could be why it's like this. The nesting material is only in his hideys.

First, get rid of the nesting materials altogether. Guinea pigs don't nest, and as you've found, it's dangerous. It would be even worse if he'd eaten it.

You need to clean his sac and penis sheath. See https://www.guineapigcages.com/forum/threads/85830-Awesome-video-on-how-to-clean-the-Anal-Sac for how to do it.

So I went to the store just now and bought some mineral oil and followed that video exactly. He put up a fight, but I got it out of him with no injury :). He was a little grumpy at me afterwards, until I gave him a carrot. All's well now, and he's doing just fine.
