    Licenses to own animals

    This is a completely random idea, but with all the animal abuse and neglect going on, wouldn't it be better if people had to have licenses to own animals? Has anyone else thought of this? Maybe a different license for each category, such as reptiles, cats and dogs, or exotics (such as birds, rodents, guinea pigs, etc.). It seems like it'd help, at the very least. Our animal rights and fair animal treatment laws really need to be fixed, and maybe this could be a new idea to support that. Improvements on the idea?

    I'm not sure it would help. In most cases, all it takes to get a license for something like fishing or hunting is to pay a fee. Obviously other types like a driver's license or teaching license take some effort. Sadly, I think in this case, pet ownership would probably fall into the pay a fee category.

    Agreed, but hypothetically, if it were like a driver's or teachers license that takes effort, research from good sources, and training, including eligibility to care for the animal, it could possibly help. Though, if we were thinking realistically, even if it did take effort to get such a license, they'd probably train people with pet store standard advice.

    Here in Australia you need to get a permit to keep almost any native animal (some animals are exempt from permit like the gouldian finch which used to be on permit but for population rebuilding purposes are currently exempt).

    There are different tiers of permits, the basic one allows you to keep a large range of native birds and reptiles with basic care needs that are abundant in the wild or captivity (I'm not sure if kangaroo's are on either permit, but I would expect they would be on the basic permit if they are on permit at all). The specialist permits cover things like mammals and more complicated reptiles and birds or threatened / endangered species (eg. Black cockatoo, koalas, venomous snakes). There is also a special rescue permit which enables someone to take a permit animal out of the wild under circumstances under which the animal is orphaned, injured or otherwise unable to care for itself.

    The way it works is you fill in an application form and pay a fee, then you may at any given point in time be subjected to a random inspection. You also need to keep good records of what permit animals you have, and the permit number of the person you got them from. If during an inspection you fail to meet the regulations I believe you are given an opportunity to fix the issue, if not the animals are confiscated.

    To do this for every animal would be a very large project which would be extremely costly and difficult to enforce.

    I forgot to add that if you are caught doing the wrong thing you can be fined up to $10,000.

    The closest thing to that we have is that from 2016 it becomes illegal to have a dog that isn't microchipped. Our animal cruelty laws are absolutely awful. The RSPCA (the only people who can seize an animal from an owner) say that if the dog has food and shelter, they aren't being neglected.

    I repeatedly reported a house in my old street that had two german shepherds, and they were kept in a garage over night, in the garden during the day, and in the three years I lived on that street, I saw them be walked once. The RSPCA said they weren't being treated wrongly.

    I did the same thing with another house in another street I used to live on. The dog was a beautiful collie with long hair, except it was matted with dirt and grass pretty much woven in to it. 90% of the time when I walked past that house, the dog suddenly appeared at my side. The first time it happened I had no idea where it had come from, and had to spend half an hour going door to door trying to find an owner. When I eventually found the right house, they had no idea the dog wasn't in there with them. When the man came closer to get the dog, it hid behind me. The dog was running away regularly, not groomed properly, felt underweight, and the RSPCA said they weren't being treated wrongly.

    I have very little hope that will ever change, sadly.

    That's sooo sad. Yeah, America doesn't have the most enforced laws for animals either.

    Dogs already have to have licenses to control diseases. It would be impossible to regulate the ownership of small animals and very expensive. Animals, like guinea pigs and birds, pose very little risk to the general population.

    The laws that are in place don't even protect people a lot of times. Keep in mind that any type of law or licensing costs money and the enforcement or implementation would have a cost to it. Sometimes, it's easy to say that doing something will fix something without thinking about what it would cost or how it would be enforced. There is no way you could license small animals. Rabbits and guiena pigs are sold as meat in some areas. When you factor in accidental litters, the numbers are astronimical. There are about 1000 guinea pigs on Petfinder at any time and those are guinea pigs at rescues primarily . Animals like rabbits, guinea pigs and rats can and do easily breed out of control.

    Really we shouldn't have to have licenses for anything- people should just be honest and do the right things! However- the thought of having to have a license for owning a pet is an interesting thought! I think that it would be a good idea, although there might be controversy over that idea.
