Trying different varieties and brands might help. Giving a mixture of different kinds of hay can encourage them to eat more. Also try putting hay in different spots where your bun likes to sit, including in his litterbox. How much dry food are you feeding? A lot of buns have bad hay eating habits because they are fed too large a quantity of pellets. Another thing to try is mixing some tasty treat foods (like dried rose petals/herbs) in with the hay.

I wonder if it would hurt to remove the pellets for 1 day?

Are you just giving 1/8 cup pellets a day? Sometimes pigs are given unlimited pellets and then they don't want the hay.

Is the hay piled in the litter box? The like to eat where they poo/pee so this may help.

I would just give the 1/8 cup pellets and just keep the hay in there at all times. Offer a mixture of timothy and the fresh grass you picked.

Give it some time. As long as you limit the pellets, he'll gradually transition to more hay.
