Infection Green scales?

One of my piggies has what looks like green scales near his penis. Its bumpy and only on this one area! please help i have no idea what it is

It may be a fungus, or just accumulated gunk. I'd start out by soaking him in warm water, then applying cold pressed coconut oil to see if the stuff will soften up and come off. It may take more than one soaking/oiling to see if it's making any difference.
