I need alternatives for the absorbent layer because I cannot spend 40$ on towels?

I bought towels at walmart for under 2$ a piece.

I think most people do two layers of uhaul pads. The pads are 68" x 85" ... how many inches is your cage? If your fleece is big enough that you can run the fleece up the sides of the cage and secure with binder clips about 6" up then it would keep the poop and hay in. So if your cage is 45" wide and fleece is between 58-60" wide then if you lay the fleece in the cage so that it's equal on each side you can clip it up about 6-7" depending on how much it shrank when you pre washed it.

Do you have something on top of the grids on the floor?
