upper level and cage ?'s

I was going to use Cavy-cool-crazy's cage design for my piggies but my question was, If i have a 3x4 bottom with a u shaped 2x3 top, is it big enough even though it is equivalent to a 2x5?

Yes, a 3x4 is like a 2x6 except more box shaped (the 3x4).

Woops! I was caught up on my original cage. I meant a a 2x4 bottom and a 2x3 u shaped top.

Yes it is the minimum for 3 pigs. It isn't quite equal to a 2x5 but is still good scince you have that 2x3 upper level.
