One of my cages is a commercial cage which is 46.5" X 24" and we have a C & C run which we pop on the floor of whichever room we're in for playtime but the height of the cage seems wasted and I was wondering whether I could put a small balcony type upper level along the width of one end which in turn would provide a cosy hidey spot underneath. The total height of the cage is 20 ".
Any thought or advice please :)

I did something like that for my pig's cage in one corner. I added a grid about halfway up the side and he loves it. It is how he accesses his ramp and he loves to hide underneath it too. It works well for me.

If you look in my photos you can see a picture of it.
