Dominance Introduction to new pig.

I'm currently in the middle of indroducing a new pig to my pair, and my dominant pig is not allowing the new pig to eat. Is this a sign that they won't be able to live together, or should I wait longer to see if they will work it out?

Large cage, two food dishes, two water bottles. Two piles of hay, two hiding places with two entrances each.
