Additional theme, blue

I sort of forgot I did this version of the theme for the forum. It's blue, but patterned after the new look. Not blue like the old one. It's called Cool piggie.

I honestly can't remember if it works okay, but it should, so I decided to turn it on as a user-selectable theme.

If if blows up for anyone on something, let me know.
