Minimum and Preferred - From main page

In the chart on the main page, is the measurements "in grids" based on the minimum cage size or the preferred? In other words, is a 10.5 sq/ft cage 2x5 grids or is that 13 sq.ft

The grids are 14" so to 2 x 5 grid cage is 28" x 70" which is, I think, is a little over 13 square feet.
