Ranking

Hello,
Brand new here and not understanding how the ranking thing works. I tried to rank a post but it left it at +1 neutral. I wanted to rank it higher but it wouldn't let me is that because to get it at appreciated other people have to rank it as well or should I be able to rank it as high as I want?

Also, just wondering if this website has been lagging lately or if it is my internet. The site seems to run smooth for me for a few minutes then all of a sudden it just stops working and I have to leave then come back in. Also when I choose forum on the home page it takes forever to load! But it could be my internet because we have DSL.

You can only vote one "point," it's a communal thing other people have to vote on it too.
I'm not sure about the site I haven't been on much but I haven't had any problems either.

Ok thanks for the info! I'd thank you on here but don't have that ability yet as I'm still a newb
