Baby bunny litter problem

2 1/2 weeks ago I got a second baby bunny (must be 1 month old not sure) so I added a second litter box for him in the cage. My older bunny is litter trained. Made all the needed steps (put his poops in there and placed hay above the box).
After a while he started peeing at the corner of the second level of the cage. So I moved the litter box to the second level in the exact corner where he was peeing. Now what he does is to pee outside and next to the litter box. How can I train him to pee inside the litter box? I don't let him out of the cage cause I don't trust him yet and because he is very hard to catch since he gets very scared when you approach him. So even if I capture him in action when in the cage, I won't be able to hold him and put him in the litter box in order to guide him to do his peeing in there cause he runs away like crazy. By the way, I never saw him peeing so he propably do his work when i am not around or at night.
Any advices would be helpful.

I have 2 rabbits. I do not have this problem, as they both use the litter box. There is a very good rabbit site that maybe able to help you. It is House Rabbits - Behavior, Care, Rescue, Adoption, Education | House Rabbit Society Check it out and see if it helps. You can also ask a question and they will get back to you.
