Fleece Question about layering materials

If I want to use UHaul furniture pads and fleece, do I just do UHaul pads as the bottom layer and fleece on top? I've read that once the urine is wicked away to the absorbent layer, sometimes it goes through to the bottom and makes the chloroplast wet and icky, so some people use a barrier layer? Is this true with the UHaul pads as well?

I'm planning on making fleece cageliners that go over the sides, if that makes any difference.

I haven't used UHaul pads, but coroplast doesn't really get icky. You just wipe the damp spots with vinegar and water when you change the cage. The coroplast is​ the barrier layer.
