Yes, that is their full time cage. For bedding i use fleece which i spot clean (poops) every day and every week i wash the fleece. Under the fleece there's a shower curtain liner so if the pee sinkes through the fleece it will go on the shower curtain and dry up. Then every week i go around with a wet wash cloth and whip it down to clean it.
