You could try it, but It's just not terribly resilient. It would get "Squished" pretty easily, and most likely wouldn't withstand washing...

Do you think two layers of thick batting would do the job until I get foam or boning?

You could use batting for a tunnel, but it wouldn't hold up as well to washing.
