Angry I hate this petstore

After my orthodonist appointment today my mom went to the bakery. So right next door was a pet store I used to go to before I found this site. I thought well, why not just go inside and look around, BIG mistake. I look at the rabbit and birds and rats when I look upon the mouse tank. First off it is a ten gallon tank with at least twenty little mice. I glance at them and then glance back down again. To my horror two mice are eating a dead mouse!! I walked out of that store as fast as possible. I was so upset and i knew I couldn't handle talking to the uncaring employee. I got in the car and told my mom what I saw and that I am never going in that pet store again! I was so upset that untill I got home I didn't realize that I could have taken a picture of it with my cell and reported it to the authorities or something. But I'm sure they would only tell the pet store to take better care of there animals. The pet store keeps most of the rodents in tanks, which are ten gallon but clean so there wasn't much else the authorities could comment on. And around where I live I don't think to many people would get upset. That petstore just helped remind me why I hate pet stores so much!

Although I'm not an expert, I would think two live mice eating a dead one would constitute more than a slap on the wrist from the authorities. If nothing else, maybe they would be charged with not removing a dead animal from live ones fast enough? I hope someone who knows more can comment, but I can't believe this situation wouldn't result in some kind of penalty.

Who should I report this to? I searched for a local RSPCA near me but they are all in different counties at least an hour and a half away.( I live on a pennisula) PETAs headquarters are nearby, should I report this to them? Or should I tell my local animal control? thanks
