Can't find where to upload photos

I saw the previous post and looked where it said. The only options on the menu bar on "All Galleries" on the left and "Galleries Search" on the right. Could it be my browser--I am on Netscape?

Any ideas?

its kinda small on the right.You might have to scroll down abit to see it but its there
