A minor is anyone who is still under the legal responsibility of their parent or gaurdian. If you are not legally an adult (18 years old) you are still a minor because you cannot take legal responsibility for yourself. The only catch is, if you get into a legal dispute and you're 17, you are tried as an adult. Also if you are married underage, you get emancipated automatically so you are no longer under dependence with your parent or gaurdian (or if you get emancipated any other way) therefore not a minor technically any longer.
