Why Must There Be One in Every Neighborhood?

We moved last month from our old apartment, which went downhill soon after we signed our year long lease to a new townhouse in a new development. A bit more upscale and mostly good people in the area, except there is always that one family. Thank goodness they are across the road and down the street from us, because if they were next door, I would be finding myself someone to sublease and a new place to live. So far they:
-have a pickup with no muffler, not that the police care that our windows shake every time they start it. And they do love to rev the engine.
-park all three of their vehicles in the visitor's parking. No parking on the street is allowed.
-have about a 10-year old who threw a scooter at my son because he did not want to prank the neighbors. Then the kid had the audacity to go tattle to my husband when my son fended off the scooter with the toy light saber he was holding and grazed the kid's arm with it. While I was there watching the whole incident
-do not care if the kids prank the neighbors by knocking on doors then running
-do not supervise the kids at all, unless some neighbor has yelled at the kids for some reason. I yelled at them tonight for deliberately throwing a football at my car's back window. Dad was out of the house and watching them like a hawk before all the words came out of my mouth
-allow the 18 month old they babysit to wander into the street. I saw that when I had my own emergency to take care of and if I see it again, I will be making a phone call
-allow the kids jump the curb by driveways and ride their bikes through yards. The kids also dig in yards and throw rocks at whatever they can
-play family games of catch in the street and refuse to move if someone in a car wants through
We got a lot of talk about being pillars of the community at our swearing-in ceremony, but there are some people out there who make it hard to be nice and respectful to due to their horrid behavior. I so cannot wait until I can buy my own house out away from the idiots of this town.

Our old neighborhood used to be full of those people. They do everything yours did, PLUS they have loud street parties with loud fighting and music and screaming and Deejays and it keeps going for like an hour until one of our neighbors call the cops. THEN come the sirens and loudspeakers, and more yelling for another hour. Finally, you hear the revving of the 10 or so engines driving off, only to return to the same house for another party a week later.Posted 09-27-09 at 11:10 pm by Kipsie

People are so uncivil and rude anymore. I hate that it seems to be more accepted. At our last place, we were the only ones who dealt with the stupid frat boys on our floor. Although everyone else would complain about them, not one would call management or the police. Just us.
On another note, the maintenance guy who drives around the development once or twice a day stopped last night and lectured the family about not playing ball in the street.
