With shavings...newpaper or not?

I have switched from fleece back to shavings because of a few complications with the care of fleece. They kept getting under it and making a mess no matter how much I tucked it in, I was having a tough time keeping up with the cleaning and for some reason my parents let me wash my horses blankets in the washer but were getting upset over the piggy fleece...


Right now my girls both have two layers of newspaper under about an inch and a half of shavings. They do laps popcorning around their cages at night which exposes the newspaper which in turn gets torn up and dragged out from under the shavings by the time I wake up. So I'm just wondering if the under layer of newspaper is worth it or should I just leave it straight shavings?
How does everyone with shavings make the cages? Do you put a layer or 2 of news paper under the shavings? How many inches of shavings do you have in the cage?

I found that the newspaper made the cage stink. It never dries.
I use a heavy gage plastic drop cloth from Lowe's. It comes on a roll. Look for the heavier MM. I think mine is 4mm. I clip it to the coroplast with binder clips.
