I found the perfect cage today at Petco! The wires are thin enough that my extremely brazen cat can't stick his paw inside and there's two or three levels. There's also a wheel I'm going to see if I can take it out because I know it's not good for them.

I'm going to go next week when I get the money to buy it. The levels are made of the same wire the cage is made of (very sturdy) should I cover it with some sort of material or maybe I have some pieces of carpet laying around the house but I'm not sure about that.
