If you put the lower cage on the floor, and put a grid in between. It will look something like this. (scroll all the way down to the bottom of the page)

I don't think it's too high. I have a 2x6 cage on 2 grids high stand. I'm only 5'4 and it worked ok for me.
If space is not an issue, L-shape would probably be easier to reach in though.
