Flannel is not good for top layer. When it gets wet, it stays wet. Do you use anything under your fleece? Make sure you do, fleece is not suppose to absorb, it should let water go through to whatever you have underneath. You can use flannel as an underlayer if you'd like. I use 1 layer of mattress pad (sewn to fleece) with 1 layer of disposable incontinence pads.

This is where I got incontinence pads. It's quite cheap. I got free delivery too. 100 pads for $27 ($22.95 if you choose subscription).

I have a 2x6 cage and use aout 4 per week. Sometimes it's not even wet because the mattress pad absorbed all the urine. I just like to have it as a backup.
