Bo was originally purchased from a breeder that the Kennedys had also bought from (the same litter, in fact). That owner was unable to keep the dog (for whatever reason) and they were under contract to return it to the breeder, which they did. The Kennedys knew the Obamas needed a "hypoallergenic" dog, knew Bo had been returned, and thought he would be a nice gift. They paid for Bo to have training for a month before giving him to the Obamas. The Obamas had been looking for a dog at shelters, but hadn't found one yet, so they accepted the Kennedy's gift. They then gave a donation to the shelter, which in turn was very complimentary to the Obamas and their choice of a dog on their website.
Bo is absolutely adorable, and I look forward to watching his antics on the news!
